Luis Rubiales: Ex-Spanish FA chief who kissed player at Women's World Cup final banned from 'all football-related activities' for three years

Former Spanish Football Association president Luis Rubiales - who kissed a player at the Women's World Cup final - has been banned from all football-related activities for three years, FIFA says.

World football's governing body found Rubiales had breached article 13 of FIFA's disciplinary code after he forcibly kissed Jenni Hermoso on the lips following Spain's 1-0 win over England in Sydney on 20 August.

He also grabbed his crotch to celebrate the team's victory and carried Spanish player Athenea del Castillo over his shoulder during the post-match celebrations.

The ban applies to national and international levels of football.

Rubiales can request details of the verdict within 10 days and then file an appeal to FIFA.

FIFA has not published details of the ruling by its disciplinary committee judges, who were investigating charges relating to "basic rules of decent conduct" and "behaving in a way that brings the sport of football and/or FIFA into disrepute".

Rubiales resigned as the Spanish federation president and a UEFA vice president on 10 September. He was suspended from football on 26 August for 90 days.

Rubiales is still under criminal investigation in Spain. Hermoso said the kiss was without her consent and filed a complaint.

Spanish state prosecutors later accused the former FA president of sexual assault and coercion.

They alleged that Rubiales tried to convince Hermoso and her relatives to publicly downplay the kiss. He has denied any wrongdoing.

A day after the kiss, and after describing those who complained as "idiots", Rubiales apologised and said: "I made a mistake, for sure.

"I have to accept it. In a moment of such emotion, without any bad intention or bad faith, what happened, happened, in a very spontaneous way.

"[There was] no bad faith from either side. Here we saw it as something natural and normal. But on the outside it has caused a stir, because people have felt hurt by it, so I have to apologise; there's no alternative."

Minutes after the kiss, Hermoso said that she "didn't like" it on a livestream, and on 25 August she released a full statement saying the kiss was not consensual.

Hermoso later said in an interview on 10 October that she recalls hugging Rubiales and saying "we've done it", only for him to say the team won "thanks to her".

The player said Rubiales put his hands on her head and kissed her on the lips. She said: "I didn't do anything to land myself in that situation... how could I expect it in that scenario of a medal ceremony at a World Cup final?"

She then alleged that when leaving the stadium after the final, football federation officials approached her and asked her sign to a press statement indicating the kiss was mutual.

Speaking to Spanish TV, she said: "I didn't say a single word of that text. I felt coerced again."

Hermoso made her return to international football yesterday, when she appeared as a substitute in Spain's win against Italy on Saturday.

After coming off the bench to score the winning goal in the 89th minute, the footballer said: "What better joy than to get back here and feel good again, to score the goal that gets the win - now I can only smile."
