But special counsel Robert Hur said Mr Biden's actions "present serious risks to national security" after he concluded the president had "wilfully retained and disclosed classified materials".

A White House official said: "We are pleased that this investigation has concluded and that the special counsel found no criminal charged are warranted in this matter.

"The most important decision the special counsel made - that no charged are warranted - is firmly based on the facts and evidence."
