UEFA will offer ticket refunds for Liverpool fans impacted by Champions League final chaos in Paris last year.

The refund scheme covers all 19,618 tickets in Liverpool's allocation at the Stade de France match against Real Madrid.

In a UEFA-commissioned investigation, European football's governing body was blamed for failings, but the French police also faced criticism for firing tear gas and pepper spray indiscriminately on concourses near turnstiles being used by Liverpool fans.

It led to crushing around security barriers.

There were significant issues accessing the venue and the authorities were criticised for deflecting responsibility, particularly after false claims about a mass of fans without tickets or fake ones.

The review found that the poor treatment of Liverpool fans outside the stadium "almost led to disaster."

Kick off was delayed by 37 minutes after a combination of operational problems outside the venue created access issues for distressed fans - particularly those who are disabled and asthmatics who had to contend with the tear gas and pepper spray.

French politician apologises to Liverpool fans after chaos in Paris

There was a "massive" bottleneck when Liverpool supporters were funnelled through a narrow gap and tear gas was fired into an area containing thousands of fans.

The review said: "The dangerous conditions on the concourse outside the turnstiles were compounded by the police deploying tear gas at disorderly groups of locals, as well as using pepper spray on supporters trying to gain entrance with valid tickets. It is remarkable that no one lost their life."

It classified the incident as a near-miss event, meaning it narrowly avoided turning into a "mass fatality catastrophe".

Liverpool fans were completely exonerated by the review, which levelled the blame at UEFA, the French Football Federation and French police.

Commenting on the special refund scheme, UEFA General Secretary Theodore Theodoridis said: "We have taken into account a huge number of views expressed both publicly and privately and we believe we have devised a scheme that is comprehensive and fair.

"We value the input from the Liverpool FC supporter organisations Spirit of Shankly (SoS) and Liverpool Disabled Supporters Association (LDSA) as well as the open and transparent dialogue throughout this period.

"We recognise the negative experiences of those supporters on the day and with this scheme we will refund fans who had bought tickets and who were the most affected by the difficulties in accessing the stadium."

'Unprecedented and hugely welcome'

Football Supporters Association chief executive Kevin Miles said: "UEFA's announcement of the ticket refunds is both unprecedented and hugely welcome, and builds concretely on the apology they extended to Liverpool fans earlier.

"Both Spirit of Shankly and the Liverpool Disabled Supporters' Association deserve enormous credit for the way that they have pressed the case of Liverpool fans affected by the events in Paris.

"Every football fan who has travelled to support a team abroad will know that, while it may have been Liverpool fans who suffered last year, these events or something similar could have happened to any of us.

"What these groups have achieved, supported by the FSA and Football Supporters Europe, represents a significant achievement for football fans everywhere."
