New partnership to drive house building across the East Riding

Hull and East Yorkshire Combined Authority and Homes England have signed a Strategic Place Partnership, bringing more than 5,400 potential homes into one regional delivery pipeline and creating a stronger route for national housing and regeneration expertise to work alongside local priorities.

Mayor Luke Campbell MBE and Pat Ritchie CBE, Chair of Homes England, marked the new Strategic Place Partnership at Hull Guildhall, bringing the Government’s housing and regeneration agency into a long-term working relationship with Hull and East Yorkshire Combined Authority.

The partnership is designed to help move priority housing and regeneration sites from ambition towards delivery by bringing local knowledge, national expertise and investment planning around the same table.

Following the signing, the delegation visited Hull’s Fruit Market and East Bank to see regeneration already under way and the scale of the opportunity still to come.

Mayor Luke Campbell MBE said:

“This isn’t about signing a piece of paper and putting it in a drawer. We’ve got sites across Hull and East Yorkshire where we need to get homes built and regeneration moving, and the point of this partnership is to get the right people around the same table and start unblocking them.

“We’ve identified opportunities for more than 5,400 homes across the region. I don’t want that to be a number sitting in a document. I want to see sites moving, homes being built and people getting the keys.

“Some of these sites are difficult. That’s exactly why having Homes England working with us matters. We know our area and where the opportunities are, and they bring national experience and the tools to help us work through the barriers.

“We’re still a new Combined Authority and people will judge us on what we actually deliver. This partnership gives us another way to get things moving. Now we’ve got to use it.”

Hull and East Yorkshire’s Local Growth Plan identifies opportunities for more than 5,400 homes on high-potential sites across the region through the accelerated housing pipeline and Strategic Place Partnership.

Priority locations include East Bank Urban Village and Albion Square in Hull, alongside major opportunities in Howden and Bridlington and a wider range of sites being assessed for their potential to support growth and regeneration.

Homes England is already working in the region. On Hull’s East Bank, the agency is working with Hull City Council and the English Cities Fund on proposals for up to 850 homes, including affordable and build-to-rent homes, alongside commercial space, green areas and improved walking and cycling connections.

In East Yorkshire, Homes England has been working with East Riding of Yorkshire Council on Easton Road in Bridlington, the redevelopment of the former Alamein Barracks in Driffield and plans with partners for around 1,800 homes at Howden.
